Dr. Mizanur Rahman is a Commissioner of Bangladesh Securities and Exchange Commission, the apex regulatory body of Bangladesh’s capital market. He is also a member of Bangladesh Financial Reporting Council (FRC), which is an independent government regulatory body of accounting, auditing and actuarial professions in Bangladesh.

Earlier Dr. Rahman was a Professor of Accountancy & Public Policy in the Department of Accounting & Information Systems of the University of Dhaka. He was also the Executive Director of Center for Accounting and Capital Market Development (ACMD) in the University of Dhaka. ACMD began its operations on 1 March 2012 receiving a grant from the World Bank and evolved as a national think-tank for capital market development in Bangladesh. He was also the founding Director of Master of Accountancy in Taxation, a graduate program for capacity building for accountants and tax professionals, in the University of Dhaka. Dr. Rahman was also the Project Director of Dhaka University Technology Transfer Office (DUTTO). DUTTO was an initiative of the World Bank and the Government of Bangladesh in the University of Dhaka and envisioned to become a Center of Excellence for developing innovation ecosystem in Bangladesh.

Dr. Rahman got his undergraduate and graduate degrees in Accounting from the University of Dhaka. Later he obtained Master’s and Ph.D. degrees in public policy from National Graduate Institute for Policy Studies (GRIPS) in Japan. Dr. Rahman worked as a Researcher in the Research Institute of Economy, Trade and Industry (RIETI) of the Ministry of Economy, Trade and Industry (METI) of the Government of Japan in 2006-07. Then he worked as an Economist in the Asian Development Bank Institute (ADBI) in 2008-09.

Dr. Rahman’s research interests include (i) Capital market research, (ii) Accounting regulation and corporate governance, (iii) Macroeconomic, fiscal and monetary management of developing countries, (iv) Global payment imbalance and international macroeconomic adjustment, (v) Exchange rate economics, (vi) Regional trade and economic integration, and (vii) Innovations for sustainable textile and apparel production.

His professional engagements included international consultancies with Asian Development Bank (ADB), Japan International Cooperation Agency (JICA), World Bank, and the UN organizations. Dr. Rahman received many competitive research grants from government and international organizations (specifics provided in the resume). He has been a visiting professor to the Graduate School of Economics and Management of Tohoku University, School of Public Policy of National Graduate Institute for Policy Studies (GRIPS) and Sophia University in Japan. Dr. Rahman has widely published in international journals. He often appears in electronic media and writes op-eds in prominent dailies on issues of public policy relevance.

In January 2010, the Global Development Network (GDN) awarded Dr. Rahman the Luxembourg Ministry of Finance First Prize for his outstanding research on development under the theme of "Regional Integration–Convergence Big Time, or, an Opportunity Wasted." The GDN President Dr. Gerardo della Paolera presented him the award pointing out that the research won the competition featured by 486 scholarly submissions and that he was the only Bangladeshi citizen to have ever won the medal for research on development. He also received ABM Khalid Memorial Medal and several other awards for academic and social accomplishments. Dr. Rahman is an Alumni of the EducationUSA Leadership Institute of the U.S. Department of State’s Bureau of Educational and Cultural Affairs. Under the fellowship, he spent a term doing research and field work on university-private sector linkages and technology transfers in the University of Colorado Boulder, Colorado State University, University of Colorado Denver and University of Colorado at Colorado Springs.

Dr. Rahman is deeply engaged in community and social works in Bangladesh. He was the Provost of Kabi Jashimuddin Hall of the University of Dhaka. He is a member of the Finance Committee, an executive body, of the University of Dhaka. He has closely worked with associations of university teachers for their academic and professional development. He served in the syndicate of a number of private universities and in the board of directors of a number of companies in Bangladesh. Dr. Rahman also worked as the focal point for the deepening of academic and research collaboration between Bangladesh and Japan. He represented University Grants Commission of Bangladesh (UGC) to this end. Dr. Rahman was also an expert member of the Finance & Planning sub-committee of Bangladesh Awami League. In that capacity, he drafted public policies in areas of taxation & public finance, monetary and exchange rate management and capital market development for the Government of Bangladesh.
