Aspire to Innovate (a2i)

Dr. Dewan Muhammad Humayun Kabir is the Project Director of the UNDP Bangladesh supported Aspire to Innovate (a2i) Programme and a Joint Secretary of the ICT Division, Ministry of Posts, Telecommunications and Information Technology, Bangladesh. Previously, he was the Joint Project Director of Aspire to Innovate(a2i) Programme, Component 1.

Dr Kabir, started his professional life in field administration. He held key positions like Deputy Commissioner (DC) & District Magistrate (DM), Gazipur from mid-2017 to 2019. He also served as ADC, UNO, AC (land), Magistrate First Class. He also served in Bangladesh Parliamentary Secretariat and Prime Minister’s Office as Director (Administration) from 2013-17.

He visited a wide range of countries (20+) including UK, USA, Australia, Germany, France, Turkey, South Korea, China, Sri Lanka, Singapore, India, Philippines, Japan etc.

Dr Kabir pursued his PhD in Public Policy from IBS, University of Rajshahi and his Graduation and Post Graduation from the University of Dhaka in Public Administration with distinctions. He also completed several short courses from home and abroad such as the ‘Public-Private Partnership’ course from RMIT University, Melbourne, Australia; ‘Accountability and Good Governance’ from Griffith University, Brisbane, Australia and National Centre for Good Governance (NCGG) under Lal Bahadur Shastri National Academy of Administration (LBSNAA), India.

He is credited to a good number of books and articles published from home and abroad. Of which the book titled “Agrobiodiversity and Farmers’ Rights: Dynamics and Bangladesh’s Policy Responses” was published by LAMBERT Academic Publishing, Germany.
