Mr. Kabir Bin Anwar

Mr. Kabir Bin Anwar is a career civil servant. He belongs to Bangladesh civil service (administration) cadre. He comes from a noble Muslim family. He was born in 1964 on 1st January at Sirajgonj. Mr.Kabir’s father Mr. Anwar Hossain is a freedom fighter and a businessman by profession who is actively involved in many socio-organizational activities. Mr. Kabir’s mother Sayada Isabela was an active organizer of the historic event of the War of Liberation. Moreover, she was a teacher and litterateur who has authored 22 books. Mr. Kabir’s Maternal grandfather Syed Ishaq Hossain Siraji was a lawyer who was the brother, teacher & musician of the renowned Bengali writer & poet - Syed Ismail Hossain Siraji. Mr. Kabir’s spouse’s name is Mrs.Toufika Kabir. He is blessed with one son and two daughters.

 Mr. Kabir Bin Anwar completed his schooling and intermediate level from Residential Model School & College, Dhaka. Thereafter he got admitted to the University of Dhaka in the department of Economics. Mr.Kabir has completed his MSS in Political Science. He has also obtained an L.L.B degree.

Mr. Kabir joined civil service on 15 February 1988 as Assistant commissioner. In his long colorful and successful service career he shouldered many important responsibilities in the field administration as well as in the central tire of Bureaucracy. The important assignments he shouldered as Assistant Commissioner/Assistant Commissioner (Land)/Upazila Nirbahi Officer. He has also served the Ministry of Foreign affairs as Assistant Secretary, the Embassy of Bangladesh, The Hague, Netherlands as First Secretary/ Finance Division as Senior Assistant Secretary/ Ministry of Home Affairs as Deputy Secretary. He served the Prime Minister’s Office as the Director General (Admin). Kabir Bin Anwar joined as Cabinet Secretary on 15th December 2022. Prior to this assignment, he was posted as Senior Secretary in the Ministry of Water Resources.

Mr. Anwar is pioneer of new ideas and skill. He is deeply associated with the concept of Digital Bangladesh. He has Experience in international negotiation, Expertise on biodiversity conservation, Access and Benefit sharingMr.Kabir is accustomed with knowledge of e-governance. His mother tongue is Bangla. He has proficiency in English.

 Mr. Kabir is reliable, highly resourceful, flexible, innovative and enthusiastic individual who possesses a considerable amount of knowledge regarding administrative and office procedures. He is quick learner who can absorb new ideas and is experienced in coordinating, planning and organizing a wide range of administrative activities. 

 Besides his official area of work, he is actively involved in many socio-organizational activities. The organizations where his presence is vibrant such as Chair, National Committee on property affairs, Bangladesh Scouts, Chairman, Bangladesh Administrative Service Association, Chairman, Bangladesh Yoga Association, General Secretary, Fazlul Hoque Muslim Hall Alumni association, DU, Chairman, Isabela foundation, Director, Bangladesh Lions Foundation, Member, SWID Bangladesh, Member, Odommo Bangladesh, Member, Anjuman Mofidul Islam, Sirajgonj District wing, Advisor, Mojar Schole (Disabled Children’s School). Mr. Kabir is deeply connected with several Environment Conservation activities such as Sundarban Surokka (Conservation) activities/ River Research Program.

Mr. Kabir represented Bangladesh Govt. in many international forums. He had opportunities to take part in many seminars, symposiums, workshops, and negotiations abroad. Mr. Kabir attended UN Summit, OIC summit, and Commonwealth Summit and visited 17 countries along with the Official Delegation of the Honourable Prime Minister. Mr. Kabir visited the United Kingdom, the United States of America, Thailand, Japan, Switzerland, India, Egypt, UAE, China, Sri Lanka, Singapore, and Austria. Italy, Belgium, Seria Vietnam, Netherlands, Nepal, Malaysia, Saudi-Arabia, Cambodia, Laos, Philippines, Luxembourg, Germany, South Africa, Maldives, and Turkey.

 Mr. Kabir is deeply spirited by the feelings, values, and sagacity of the War of liberation. This is reflected in his books. Some important publications are Bissho Gonomaddhome Bangladesher Shadhinota Songram (Vol-i), Bissho Gonomaddhome Bangladesher Shadhinota Songram (Vol-ii), Bissrito Muslim Manosh, Ruposhi Bangla (Vol-1), Projokti Bodle Dilo Jara, Aporup Bangladesh (Vol-1). Besides these, he edited UK Foreign & Commonwealth Office, De-Classified Documents 1962-1971, Bangabandhu Sheikh Mujibur Rahman and Struggle for Independence and US State Department, De-Classified Documents 1953-1973, Bangabandhu Sheikh Mujibur Rahman and Struggle for dependence.
